First of all place an image item on your form and name it as IMAGE1
Enter the following script in the when-button-pressed trigger of your push button:
Save the form, compile and run.
Are you trying to display an image on a button or open an image when you click on a button? And which Forms version are you using?

I'm using Oracle Developer 6i
For client/server, you can open an image or any document file with something like this:
-- THE VALUE OF :T1 SHOULD BE THE PATH AND FILE YOU WANT TO OPEN
-- FOR EXAMPLE F:\Amjad\Amjad\amjad\1.jpg
my_cmd := 'rundll32 shell32,ShellExec_RunDLL '|| :T1;
In this example, the image will open in whatever application is associtated with the "jpg" extension. On a Windows client, that likely will be Microsoft Paint.
Also, please consider upgrading to the latest supported version (22.214.171.124).
