Java Plugin allow the application to run with unrestricted access

I'm not sure if this is related to a Java Plugin issue I posted earlier:

For this issue, the issue is saying the application will be blocked because the JAR file manifest does not contain the permissions attribute. Please contact Publisher (in this case, it is Java?) for more information. See the following screenshot:

If you click "more information" you will get this screenshot. Here it said "clicking Run allow the application to run with unrestricted access to your personal files and other resources."

The certificate details are in this screenshot:

      System: Windows 7

      Browser: Firefox 24

Java: Java (TM) Platform SE 7 U45 10.45.218

Is this an issue that Java should fix or Firefox should fix?

Ps. Roger, if you are reading this, you last mentioned a blog that relates to the manifest issue, are you saying Firefox should fix it?
