It's working in the latest build, and SHOULD be in EA3 - there is no EA4.

View > Files
Expand > My Computer > Desktop
Find a .txt or .sql file
Select and drag:
- drop into worksheet space - copies filename to the worksheet
- drop onto worksheet editor tab - opens file in new worksheet
What exactly are you doing, and seeing, differently?
I also dragged and dropped from Windows Explorer a text file to SQL Developer.
Once the mouse comes into the worksheet, the cursor changes to say 'Move.' I release the mouse, and it opens the file as expected.
This is exactly what I can't get to work.
From a Win7 explorer (open folder) I try to drag a text (sql) file onto the open SQL Dev application. When the cursor is over the window anywhere it turns into a circle with a slash through it.
Is there some setting that I need to enable?
I can drag and drop as you described, from the SQL-Dev Files pane.

I've tried dragging it to the application, to another open worksheet, etc... "anywhere". It still doesn't work.
I'm not a complete moron, even though I had that typo in my 1st post.
To double check, one of my co-workers even downloaded the EA3 (same configuration as mine) -- he can't get it to work either.
There's got to be a bug somewhere or some setting/configuration that this depends on.
I've used your SQL-Dev product for quite some time & have never had this issue before. Some change in the product is now conflicting with our environment somehow.
It was broken in EA2 - I logged this bug back in August and it was fixed early September. The 'fix' should be in EA3.
Are you running with Java 7 (JDK) ?

Jeff, I assume you are referring to Bug 17374840.
But in any event the behavior has changed between 3.2 and 4.0. In 4.0 it seems the drop is only active on a worksheet (even though it causes a new, unconnected worksheet to open). In 3.2 one could also drop on the Start Page or the upper right empty area after closing the Start Page. No idea why the OP is having issues with Drag & Drop.
Perhaps it would be worth giving Window > Reset Windows to Factory Settings a try.
