the new DB has no spfile as shown by your posted SQL & results.
The "VALUE column contained NULL.
It doesn't make sense to create a pfile from a spfile when you never created a spfile in the first place.
Your question is redundant.

You started the Oracle instance using a pfile not a spfile. By the way, Oracle 11g provides a new feature to create PFILE or SPFILE using the current values in the Oracle Memory (active Instance):
SQL> create pfile from memory; SQL> create spfile from memory;
