I found an Oracle Support Id(metalink) that might give you some lead...
But this appears that server is already in the running state.
Try one thing clear PID from particular server.
clear cache and tmp folder and then try to do a restart then it will able to start.
remove the lok file from you managed server tmp dir
rm -rf b1.lok
pls post Entire log file.
because we post only 4 to 5 lines pls post the entire log file.
and before start the server u must check the script or U perfectly do the domain Extention check it all possibilities

I am facing the same issue, tried deleting bi_server1.lok file but wasn't able to delete it. Any help?
Try to manually end the java.exe process in Task Manager. Now you should be able to delete the lok file.
