I need to upload photo and view that at an item in the page for review.
Also, this article talks about select this image from DB after inserting it into table.
I don't need that, I need to view this image as a preview before committing this row.
Is there an answerer ?!!

That is not possible. When you upload an image, it is stored in a table. If you don't want the image after uploading, you need to delete it.
There are plenty of examples, e.g.
Answer: Use a Collection.
You must store the image in a table somewhere in the database in order for you to (re)view it in APEX.
So, instead of doing one transaction (ie insert into final table), do two.
- The Process on the 'upload page' moves the image from WWV_FLOW_FILES into a collection..(allowing you to repeat as needed) [transaction one]
- The 'review page' displays the image(s) for review.
- The Process on the 'review page' moves the appropriate images from the collection to the final table [transaction two]
HINT: These should be put into a PL/SQL package in order for you to maintain your sanity in the future.
