We are facing issue with "Oracle Installed Base User" Responsibility. It's working good for existing users. when i assign this responsibility for new users it shows error see the below screen shot.

when i Google for it they are suggested to added roles CSI_NORMAL_USER or CSI_ADMIN to the user. even after adding roles to user still facing same issue. Please suggest me on this.

Please provide us your environment details.
Kindly double check and confirm that you have provided the CSI_NORMAL_USER role. IF that does not help, please obtain a FND Debug file since this will provide the point on which you are facing the issue and it will help us providing hints to resolve issue.
CSI_NORMAL_USER is already listed in assigned roles. Error showing by just opening the Oracle install base JSP Form. But it is opening for already assigned users. Don't know how to get debug file for this.
Please suggest on this.
Please confirm you perform this action using the SYSADMIN user. And can you please also try reverting back to original state and reapplying the role to user.
That being said, In r12 the respective responsibility is obsolete and now you have to use:
Oracle Installed Base Agent User

I have logging with SYSADMIN User and Reverted role and Reassigned to user. But still facing same issue.
As per the meta-link it is obsoleted in R12, But it is working for Existing user. Recently my client have upgraded from 18.104.22.168 to 12.1.3. May this effect for new users?
