Last 2 Months back I faced same Issue, the Solution I can give as of my experience.
First , before going to install OEPE, Install weblogic in your system at the middle of the installation select Custom Option and after that check Oracle Service Bus IDE check box, then go for next steps.

Hmm... are you able to find Oracle Service Bus Perspective in the list of perspectives? Or Oracle entry in Eclipse settings? If not, than OEPE/Eclipse is not containing the plugins (or they fail to start).
Because Im using mac version, I doubt I can find any installation steps that allow me to see this. Moreover, even from the link here: Oracle WebLogic Server Installation Screens - 12c Release 1 (12.1.1)
I don't know which part contains those.

Not really... sorry, I already lost track of your status, but when you install OEPE+OSB, you get both OSB and OEPE, and OEPE is installed under Oracle/Middleware folder, e.g. on my machine: \Oracle\Middleware\oepe_184.108.40.206.0\
I didn't install OSB. I downloaded the VM template and the template already had OSB, Weblogic and JDeveloper. So, I would like to use OEPE for development, so I download OEPE but then found that I cannot have OSB perspective.
I think I have no choice but to reinstall OSB (even I already got one already) before I can actually start playing on OSB development.
