We had a requirement for creating a custom Web ADI.
We have two databases database1 APPS and Database2 Custom Schema. We create our table on Database2 Custom schema and Synonym in Database1 using the DB Link. Packages are created on Database1.
I was developing the same and when I tried to load the data it gives me this error: ORA-01867: the interval is invalid.
The funny part is it loads sometimes successfully and it fails sometimes with the above message. There is no code change

BneOracleWebAppsContext.getExtraJDBCConnection recieved the same connection as the base connection. There may be transaction problems.

If you still get the same error then it could be a bug and you need to make sure you have the patches mentioned in the following docs applied.

The funny thing is that the data fails sometimes and after sometime when we upload the same data again without making any changes to our code it uploads successfully. Is it because of the dblink that is used?
It could be. Have you verified the docs referenced in my previous reply?
Were a SR logged yet?
The error is for invalid interval, so please ensure that the interval used is correct.
PFB the link and search for valid values of interval.
Another observation is , that the parameter : FISCAL_YEAR, is a number. Can you log the data being passed in that parameter and then some other too ?
if it works for some time and not for others, then the only way would be to debug and print/log the input values.
