I have a dynamic IP on all four computers I've installed XE on. I've installed in on Win2000 Pro, XP Home and XP Pro. XP Pro froze in the same place yours did the first time but after a reboot, it installed fine.
I think your having a static IP when it worked is just incidental.
When my XP Pro install froze, I tried rebooting and reinstalling. Many times, in fact. It would consistently freeze in the same place, even after the reboot. It was only after I put in the static IP that the install finally worked after days of trying. I tried all the other suggested fixes, but this was the only one that worked for me.
Do the other editions of Oracle require a static IP?
We have identified a related problem.
Basically it's a race condition that we are not seeing on our machines here. During the install, we start, stop, and restart the listener service within a short period of time. On some versions of Windows, on faster machines, the service restarts before the OS has freed up the port from the previous invocation of the same service. Hence the restart gets an "Address already in use" error and fails, the installer spins waiting for the restart to come back.
You can verify if this is the problem, as you should have a listener.log file in the directory at the time of the hang, with the error "Address already in use"
We will fix this in production. There is no easy workaround in the current beta, except the following may work
1) Immediately at the 'Creating Services' message go to the Control Panel and manually start the OracleXETNSListener service. This may wake the Installer up
2) If this doesn't work, try the install again -without- cleaning up. Set the OracleXETNSListener service in Control Panel to manual start before the re-install.
3) I know this sounds strange, but if 1) and 2) don't work, then try installing at the same time as something else heavy is running and consuming CPU.
I had this issue with the beta when installing on Windows XP. I could never get it to actually install completely. I downloaded the new production version and got this message while trying to do an install:
Installer has detected an already existing XE instance on this system. Installation cannot proceed.
So I tried to do a deinstall first as per instructions at :http://download-west.oracle.com/docs/cd/B25329_01/doc/install.102/b25143/toc.htm#CIHDDHJD
I had to do the silent deinstall since Oracle XE did not appear in Add Remove programs

I still get the same error trying to install. Any ideas what I need to try next ?
I got this first time I tried to install 10gxe beta 3 on Windows XP Home Sp2. The second time it happened, I checked the services, started the TNS listener and the install completed successfully. It had created the listner service but for some reason did not start it so the rest of the install (creating the db etc) could not happen. Hope this helps someone

I was able to get rid of the beta install (sorry i tried so many different ways that I lost track of how exactly it went away). I installed the universal version. It got past the "services" stage, but is now waiting on "Configuring Database". I left it on all afternoon, but the progress bar refuses to budge (it has 7 ticks on it if that is any help). It is still running. Any pointers ?
