This is a known Bug 17922506 - DOWNLOAD CURRENT LAYOUT DOES NOT WORK AFTER APPLYING HF 6 in HF6, it has been planned to fix in next Service Pack release. We have a workaround is re-apply Primavera Contract Management 14 SP 2 HF 4 and replace the ear file and then redeploy the application.
