That appears to be the wrong place for it.
Since you are "internal" to the company, you need to investigate this by using your internal contacts.
Your question seems to be whether that customer has permissions to get software.
Your post does not seem to be a "software download issue" where the retrieval process fails of gives corrupt computer files.
Your customer can get software depending on whether they have rights that come from having support contracts.
(Yes contracts, then "yes" for the software. No contracts, then they will be denied access to the downloads.)
Tell that customer to open a SR with Technical Support, and they will have their questions answered.
To clear the Issue customer has already created a Technical Services Request asking for these information and grid support has advised the customer to check with customer support team.
customer just needs to make sure are these products available in OTN and they can downloaded from OTN and yes they have license
they does not want to download it from edelivery but they want to use OTN so they simply need someone to say yes or no - these products can be downloaded it without any Issues from OTN as long as you have license
so kindly can you advise ?

The community.oracle.com web site is the public forum site where participants are end users just like your customer.
You (perhaps) need to go to the communities.oracle.com web site which is the forum site that requires MOS login.
Go speak with your supervisor and get pointed to the correct place to ask your question.
