You're best off with Oracle Fusion Middleware EDG for IDM (Oracle Fusion Applications Edition) 11g Release 7 (11.1.7). This document can be found at the technology library of Fusion Apps 11.1.7:
Since Fusion Applications 11.1.7, the IDM installation and configuration has become a lot easier as it's a single provisioning tool. It's cross platform, so if you have the infrastructure bits laid out, you should be able to install this on Windows.
Additionally, you should read the guide carefully and watch out for the patches to be applied during the process. There is one patch to be applied right after the install target and before you continue with the next target.
Likewise, if you'd like to use a RAC database for the IDM schemas, you should select RAC DB and use the SCAN listener together with the DB instance names (Chapter 8.1, Step 16). When you run the RCU against a RAC DB, you should connect to the first node only. RCU does not store any connection data and the installation will be faster and safer.
Last but not least, in Step 7 you can chose between Single Host and EDG Topology. For production systems EDG Topology is recommended. Single Host is intended for development and test systems only (Sorry, Jeffrey)
