Sigh, looks to be the patch isn't currently available via MOS. I'll have to find out why. I'll report back as soon as I know more.
While you're waiting, can you please do the following now in case it's another bundling problem:
a) Can you confirm the zip patch file size in MB?
b) Detail the steps you took to install the patch, and also detail the problem that still persists so I can investigate & take back to engineering if need be.
c) Can you also confirm which specific version of IE11 you're using, & also which Windows version.

Sorry to see your answer only today.
a) Filename is p18070879_111240_Generic.zip (173 659 924 bytes).
b) In this patch, I installed the "sa" version, using "opatch apply".
Opatch confirmed me that the patch was successfully installed.
My Jdev version is 18.104.22.168.0 (Build JDEVADF_22.214.171.124.0_GENERIC_130421.1600.6436.1).
I tried running a simple ADF Application with embedded Weblogic Server, but error message stills the same with IE.
Besides of that, we sometimes run our application on a separated Tomcat. So I took the new jars contained in the patch, replaced the old ones with the new ones and try on Tomcat, but the problem stills the same.
c) I'm running Windows 7 Professional Service Pack 1 and IE 11.0.9600.16518.
Thank you. Coincidentally I've just received a response from the internal team. They have notified me that they have pulled patch 18070879 for 126.96.36.199.0 and are reissuing it. At this stage it's unclear if it will be the same patch number, and what the ETA is. As previously I'll update this thread once I have more information.
As per my previous comments in this thread, if you have any other patches applied to 188.8.131.52.0, do not install this patch. Rather contact Oracle Support notifying them of all the patches you need so Support can bundle you all the patches required.
Any idea when this patch will be available to the public at large without official oracle support? This seems like a pretty big problem. Using JDev 184.108.40.206.0.
As there ids no patch release planned for 12.1.2, but we hopefully get 12.1.3 release soon, I doubt you get a patch without a support contract.
