    .SEC validation at startup

Folks - I was reading the below in the documentation and had a question:

"Each time you start Essbase Server, (ESSBASE.EXE) Essbase creates a temporary file, named tempessbase.sec, that is used to validate the Essbase security file (essbase.sec)" - My confusion is how can a new file (tempessbase.sec) which was just created actually validate an older file (essbase.sec)? Does anybody know how this process actually works?
