You need not to bring primary database down.This can be done using " RMAN DUPLICATE FROM ACTIVE DATABASE " command without shutting down the primary and using primary active database files (No need to take a backup)

No you dont have to bring down the primary database for creating dataguard.
You Have 2 Options to create a physical standby database:
1: Using RMAN Active database.
2: Using your Latest Inc 0 Rman backup.
Option 2 should be to use *any* RMAN full backup. It doesn't have to be incremental level 0.
There is a 3rd option..using a User Managed Backup.
In both options 2 and 3, the backup can be taken hot or cold so long as it is a valid backup of the entire database.
About the only thing you would need to shutdown the primary for is to convert it to archive log mode, it if is not already done.
