The only legitimate vendor that has a self-test for 1Z0-144 is Ucertify. I have heard mixed reviews about the quality. Some people really like them, others do not. I have no personal knowledge on which to base an opinion. Anything else you might find is almost certain to be a brain dump and will risk your certification status if you use it.
If you have no idea what topics will be covered, though, then it is a fair bet that you are not ready. The very first step in preparing for an Oracle certification exam should be to visit the exam topics page on the Oracle University site:

i would also like to ask, if there is a certification exam for Oracle DB 10g for PL/SQL? 1Z0-144 is for 11g. That's what we're using now.
The Oracle PL/SQL (and SQL) certifications are not really tied to the release of the database like the DBA certifications are. The 1Z0-147 exam was developed during the 9i release, and the 1Z0-144 exam was developed during the 11g release. However, taking either exam earns the same certification credential (i.e. you don't become an "Oracle 11g PL/SQL Developer Certified Associate". The reason for this is that SQL and PL/SQL don't undergo massive changes from release to release. However, they do change slightly from release to release and OU periodically needs to update the information being tested so that it matches the current capabilities available. I talk about that in the article below. It is specific to the SQL Fundamentals exams, but the basic concepts are the same for the PL/SQL exams.
Basically though -- even if you are using oracle 10g, I recommend that you take 1Z0-144 because it is a better exam than 1Z0-147. I give my rationale for that it the following article:
