Although, you can start admin server and then update startWeblogic.sh to start managed server but you can always use server name parameter to check which server is being start up and to set JAVA_OPTIONS accordingly .
( SET JAVA_OPTIONS=)

I don't recommend you to setup debug ports and debug mode.
There are too many mechanism for testing the development:
- JDeveloeper Integrated WebLogic.
- Virtual Machine.
If you want to test/check in an environment then change LOG trace level. Enabling debugging should be the last chance .
This does help me, Saves a lot of time which is otherwise lost trying to switch the options on and off.
You are correct, but there is always that one specific issue which is never encountered in your jdeveloper and is only reproducible in a environment.
