There is no term "globally". There is "commonly" (in all containers) or "locally" (in current container).
OK -- then the sentence makes no sense. Read it. If omitting the CONTAINER clause in the root applies the privilege locally, then there is no exception, so why does it start out 'Except for the root...'?
You are right. I agree, there is no exception. In all containers (root or pdb) if you omit container clause, the privilege is granted locally. Only in root container if you write "container=all" then privilege is granted commonly.
