Is your installing failing in configuration of EMCA mentioning NO LISTENER ?
Did you upgrade 18.104.22.168 to 22.214.171.124, or did perform a fresh installation of 126.96.36.199 on the same server?

Are you sure the listener is not up and running? Do "ps -ef|grep -i listener" to verify.
You are not required to have a listener.ora config file. I have many systems where no listener.ora config file exists. In those cases, the default values are used and everything works fine. So it is possible that you may be missing the $GRID_HOME/network/admin/listener.ora on your system and still have a Listener up and running.

A fresh and complete install from scratch, as the servers have been entirely re-initialized (OS re-installed etc.).

What I miss is why now I no more find this LISTENER (as soon as the installation completes running "lsnrctl status" says "no listener"), whereas a few months ago this listener was created.
Are you running lsnrctl from the same home the listener is running from? I am running on Linux, so ps shows me the path:
