You have a license for the 10g db. This license is still applicable when you upgrade it to 12c.
The support contract is for you to decide. Do you need to consult Oracle support for this database?

we already contact the local sales manager,
but we found some of his statements wrong, thats why we want to make sure that wether his statement " purchasing new software 12c is cheaper as compare to upgrading from 10g" is true or not?
his wrong statement was when we ask him that what about our student academy, he said that you have to purchase another oracle license with the same cost.
while we successfully purchase new academy license for free.

This statement is not correct.
Licensing depends on number of CPU cores, or number of users. Has nothing to do with version you are using.
