I think I found it, it's under tools->data modelder->domain admin
Domains don't really live in the database. But you use domains to define the datatypes for your columns/attributes in your data models. If you push that to a database, it goes to the database, but not as a domain.
Types in the connection tree are User Defined Types. Someone in the database has created a custom data type they can use in their tables.
Long story short, 'no.'
You can import your Designer models into Oracle SQL Developer Data Modeler and your domains should come over.
