Here's how I'm setting the filter:
Operating Unit in 'Oracle Canada ULC, Oracle America, Inc.'
(this what displays once I "apply" the selections)
I've tried several different ways to "escape" the comma but nothing I've tried so far works:
Operating Unit in 'Oracle Canada ULC, Oracle America\, Inc.'
Operating Unit in 'Oracle Canada ULC, Oracle America/, Inc.'
Operating Unit in ''Oracle Canada ULC', 'Oracle America, Inc.''
Operating Unit in ''Oracle Canada ULC, Oracle America, Inc.''
Operating Unit in '"Oracle Canada ULC", "Oracle America, Inc."'
Also, I would take a snapshot since I think that would make more clear what's going on, but I get an unauthorized error trying to upload the image!
From the linked documentation
To pass a comma in an item value, enclose the characters with backslashes. For example:
Though I've never tried to apply this directly to the IR filter, just URL parameters
Thanks for the suggestion (I did look at the article), however it doesn't look like Interactive Reports use the URL to send arguments. I've tried escaping the comma a couple more ways, but these didn't work either:
Operating Unit in 'Oracle Canada ULC, \Oracle America, Inc.\'
Operating Unit in 'Oracle Canada ULC, Oracle America\, \ Inc.'
Any other ideas?
IN ( 'Oracle Canada ULC', 'Oracle America, Inc.' )

If I was writing the SQL on the backend I could certainly use the standard syntax for the IN operator, however how do you do that on the front-end (as a User) with an Interactive Report filter? When I click Actions > Filter I'm given a prompt where I enter text values. As far as I can tell, there isn't a way to enter SQL-like code.
That said, I was able to get the filter to work as desired using the regular expression operator:
Operating Unit matches regular expression 'Oracle Canada ULC|Oracle America, Inc.'
The pipe in the middle works as an OR operator so I get "Oracle Canada ULC" OR "Oracle America, Inc."
To do it in front-end (as a user) chose Actions -> Filter -> Filter Type -> Row
- In Columns choose your column (Operating Unit)
- In Functions/Operators choose IN
- In Filter Expression type your expression ( 'Oracle Canada ULC', 'Oracle America, Inc.' )
