I'm thinking you mean this:
EDIT DATABASE STANDBY SET STATE='TRANSPORT-OFF';
Change Standby for your database name.
You can turn off apply on the standby using this and back on with the next command.
EDIT DATABASE STANDBY SET STATE='APPLY-OFF';
EDIT DATABASE STANDBY SET STATE='APPLY-ON';
I think you should try to make the dg_broker_start to False. And also kill the DMON process. That should resolve it hopefully.
ps -ef|grep -i dmon
kill the PID for DMON
If you change the parameter dg_broker_start to false, you don't need to kill the dmon process.
