Regarding the following Prerequisite for apply the message implies that some pre-requisite that is required for Fusion Applications patch is not required, Patch "18091042" is ignored as it is not a "Fusion Applications patch". And None of the selected patches are no-op. patches. is also a message to indicate that the test Check if patch "18091042" is a no-op patch passed on the patch.

If you say the patch is applied, then I don't understand why still getting this error when connecting with IE11:
java.lang.IllegalArgumentException: No oracle.adfinternal.view.faces.partition.PartitionContext$AgentName enum constant for value "netscape"
The other post mentions about not combining patches, which could be the issue. Are other patches also applied.
The only patch applied is the 18091042 on its last version

This is an issue to take up with Oracle Support as they are responsible for the bundling and application of patches. Please lodge an SR.
According the patch output generated the patch did get applied. Seems to be some other issue such as a
1. Restart is required or
2. The cache has to be cleared or
3. The application has to be redeployed.
I've done steps 1 and 3 already... how do I clear cache?
