assuming that ILTRDJ and ILDGL are numbers that represent dates like Excel does, you can use:
select to_date('01011900','DDMMYYYY')-ILTRDJ-2 from dual;
In Excel the number 41852 represents August 1st 2014.
select to_char( to_date('01011900','DDMMYYYY')-41852-2.'DD.MM.YYYY') from dual => 01.08.2014
I don't know why the -2 is needed. Obviously there are some differences in the date representations used by Oracle and Microsoft, maybe leap years.
