Check if you there is any problem with Browser or BI Version. Check in Meta link probably it must be a bug ?

Did you just do an upgrade or moved your dashboard around different OBIEE versions?
The error is about the XML of the dashboard not matching the XSD of your OBIEE: a) you edited the XML by hand and did it wrong or b) moved objects around between different versions => the XSD changed and your XML is not valid anymore
we moved the webcat from a higher version to a lower version env.Now from the catalog manager I am not able to edit the dashboard xml
What could be the solution to this

Well ... you are lucky enough that your analysis still work, so in general it take a lot less time to build a dashboard than all the objects on the dashboard.
Recreate your dashboards by hand!
If you have tons of dashboard you can take the XSD of your target environment and compare the XML of your dashboard with the XSD to find what is the issue hoping is just some attributes and that removing them it can work (and you can probably script it after finding what the issue is or use the search/replace XML in the catalog manager if you know what you need to change/remove in the XML).
What are the versions of the 2 environments?
