I got one question: Why don't you use Oracle API Gateway 11gR2 (the rebranded new version of OEG)?
You'll have all OEG functionality plus new stuff. I have published a guide a while ago for the installation process: Building a Scalable, Highly Available Oracle API Gateway 11g Infrastructure in a Cloud Environment
We have already Three environment (Prod, PET and TEST) is running on same version and we are creating a dev version in new server for one of our project to do development task. So we need to be sync up with other environment as well. I need your help here how i can proceed now.
I don't remember everything from the top of my head.
You will need to extract the last package of your list in both servers.
1 - tar -xvzf Linux/64bit/Oracle_Enterprise_Gateway_11_1_1_6_0_Linux.x86_64.tar.gz
After that you need to start Oracle Enterprise Gateway on both servers:
2 - cd enterprisegateway/posix/bin/
3 - ./enterprisegateway -d
Check on both servers if Enterprise Gateway is running:
Credentials will be:
You won't need policy studio on both servers, so install it only on the 1st one:
6 - tar -xvzf 64bit/Oracle_Enterprise_Gateway_11_1_1_6_0_Linux.x86_64_Policy_Studio.tar.gz
To launch it:
7 - cd oegpolicystudio/
8 - ./policystudio
Now you need to consigure it to connect to your 2 instances. The passphrase will be empty for both servers.
After that you need to deploy the same policy on both servers. Put a load balancer like Apache with mod_proxy using proxybalance in front of those 2 servers and you should be fine.

Also what i need to do if i want to configure service monitor?
About the monitor I wont be able to help, never used it.
About the policy: If you are using OEG it is because you want to protect services with policies. You will need to deploy the configurations/policies created to both nodes, thats what I meant.
If you use configuration studio (never used, don't know how it works) you may be able to keep both nodes with config/policies in sync.

I don't have OEG anymore.
In OAG (the new version of OEG), here in my environment, it updates the soap:address location automatically.
If I call the wsdl using OAG URL, I'll get that tag pointing to OAG and not to the backend.
