The "Eloqua Analyzer" is always greyed out because only Eloqua Support has permissions to edit this. Clients only have the ability to view this field. As a result it looks greyed out. You need to call support to re-assign the analyzer license. While its greyed out, if you see a checkmark there it means you have the license. If it's an empty greyed out box then you don't have the license.
Here's what my user looks like:
While you have the analyzer license, you will have the ability to create blank reports and to add fields into reports that otherwise weren't part of them:

I see a faint checkmark! Yay! Is the fastest way to open a Service Request in the Support Portal?
Yes, but if you call in you can get this done and over with in under 5 minutes. It's really very easy for them - uncheck it for one user, put a checkmark in another user. Click "save" in both places, you're done! By the time the new ticket gets picked up by someone and processed it may be a day, so just have them do it while you're on the line.

Success! I’m going to work on creating that report now. Thanks for all your help!
