Did you install OBIEE on the virtual machine? Did you manage changing IP address of your virtual machine? (in general VM uses DHCP)
This is generally an issue because OBIEE try to reach the old IP which has changed and so components doesn't start or doesn't work anymore when the IP change.

No I didn't install OBIEE on the VM, it was already there. All I needed was to install the VM and open the file which had OBIEE already installed on it.
To be honest I am not sure if what you said is the issue, it could be. I was initially told by uninstalling and installing VM then accepting the updates all will be good. I did that still facing same issue. And when I try to manually restart from SQL as a dba it tells me that oracle is running.

So if you tried a full restart of the db/OBIEE stack, assuming the vm was correctly setup (is that a sample app?), your only option is to open logs to get the reason why components don't start anymore...
