It is not advisable to run those scripts. But still if you want to, have a good physical backup and proceed.
Before do anything that you don't know, please read about what you will do:
CATALOG.sql --> create the view of the data dictionary tables (DBA_XXXX), grant public access to synonyms and create public synonyms.
CATPROC.sql --> execute all scripts used with PL/SQL
UTLRP.sql --> recompile invalid objects.
VALIDATE "Oracle Database Packages and Types" won't solve your bug problem, but will validate the package.
Then what could be possible fix.

issue: select * from t1@db_link where t1_name like '%Ram'; fails with ora -03113 end-of-file communication channel.
select * from t1@db_link where t1_name='Ramgoel'; works fine.
