You should be able to achieve this through forms personalization. The below note in oracle support should point you in the right direction.

Is this value coming from a lookup? if so disable the value.
what is form name and module ?
If it's LOV from lookup then I think you can restrict the value by personalization but not make it invisible.

That won't help for the requirement though - which is to hide only for a single responsibility.
First, check the form and ensure the LOV is populated from a record group - it likely will be.
Second, take the SQL for the record group and adapt it (outside the form) to exclude that value using whatever method you choose (please don't just hardcode it! )
Third, you create a forms personalization to swap out the record group query to the one you created above for the specified responsibilities.
