My suggest you would be to deinstall and re-install With the right character set.
In 11g, CSSCAN worked, but it has been depreciated In 12c.
You can also se Oracle's DMU Database Migration Assistant for Unicode MOS Doc ID 1272374.1
With AL32UTF8, you can install any language. You don't need to change the character set.

Pretty sure. I am using AL32UTF8 in production with 7 languages including French, German, Russian, Brazilian Portuguese and simplified Chinese On 12.1.3.

How many patches did you apply to get to 12.1.2? You should apply the 12.1 French base language patch plus the French language patches for any patches you have applied. Then apply the 12.1.3 NLS patch after 12.1.3 base patch.
