Pl post OS, database and EBS versions. Is concurrent "Synchronize WF LOCAL Tables" scheduled ?

Below are the details.
EBS Version -> R12.1.3
OS -> Red Hat Enterprise Linux 7.1
Program "Synchronize WF LOCAL Tables" is not scheduled in our instance. But, we could see the record for the newly created responsibility in WF_LOCAL_ROLES table and also corresponding responsibility assignment to user records in WF_USER_ROLES tables.
Can you please let us know if you can identify any issue? Also, do you know why the NOTIFICATION_PREFERENCE is set to QUERY for responsibility roles in WF_LOCAL_ROLES table? For users, it is set as per their preferences set.
Just to answer your question, when a responsibility is defined, a record is also inserted into WF_LOCAL_ROLES table (as a new role) for the responsibility (Name starts with FND_RESP) by the WF synchronization APIs. When a responsibility is assigned to any user, a record will be inserted into WF_USER_ROLES table for each assignment. When a notification is sent to this role ( WF_LOCAL_ROLES.NAME), all users who are assigned the said responsibility will receive the notification. Workflow refers to these tables to find whom it should send notifications to.
