Aactual and target values should be non zero ? 1,2 ...
1.Actual and Target should be same. That means the manager is up and running.
For example 10-10. 10 Standard managers are up and running.
2. you may use adcmctl.sh status as well.

How to start standard manager ? Which log to verify ?
Also in adcmctl.txt and MYDB_0434.mgr and s209377.mgr in ..../logs/appl/conc/log directory no error message.
Please check How many records in FND_CONFLICTS_DOMAIN from a working instance.
There will be a button called "Fixed" on the Administer Managers screen
It can be pressed to restart the manager.
