Adding locked user information directly in message is not possible.
Change is required at the package to get the locked user a token can be used in the message to show the loceke user.
for this change is required in the oracle code from where this message is coming
1. identify from where this error message is coming
2. get value of locked user by using a select
3. added a token value in the message
4. populate the value before showing the message

To identify from where the message is coming we have to enable the fnd log and check.
Based on the Message name it is available in below packages.
If you want to change the error message then it will be like modifying the oracle package. Oracle will not support these kind of changes.
if business demands then you have to change the package...get the locked user name and place it here. before that check how the locks are getting placed in the table.

You won't see the locks in the database because the lock attempt is made with nowait specified.
