Just an update: Did some verbose logging for MSIexec and came up with
This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package.
Again, redownloaded the installer packages and retested. Same result. Windows Server 2016 version is reporting "Microsoft Windows [Version 10.0.14393]"
What release of Oracle 12c DB are you trying to install, 18.104.22.168 or 22.214.171.124?
This error has occurred and is documented on previous releases as "the filesystem you are installing to has too much free space"...
On previous releases, the limit was 2T.
...so what is the size of free space on the disk mount you are trying to install on?
The solution, to try, is to create a file to eat up ever increasing amounts of the free space till OUI is "happy".
...using fsutil perhaps.
F:\>fsutil file createnew
Usage : fsutil file createnew <filename> <length>
Eg : fsutil file createnew C:\testfile.txt 1000
You could also try running OUI with the -printdiskusage parameter to get info about what OUI is doing and what it thinks about the disk space, if it gets any further..
Came to post this exactly. SR informed us that we have too much free space. 3.5TB volume with 98% of that as free space. Created dummy 2TB file. Installer ran without a hitch after that. If it was documented in previous releases, why did I not find any info on it when searching knowledge base? Odd.

OUI will not launch after showing the following messages in the Installation log.
The number of files bootstrapped for the jre is 0.
The number of files bootstrapped for the oui is 0.
The solution is to point the TEMP to directory having less space ,
% export TMP=<other directory>
% export TEMP=$TMP
% export TMPDIR=$TMP
create a dummy file to consume the existing space and bring the temp space to less then 2TB and the example command is provided below
C:\Temp>fsutil file createnew imhuge.dat 2048000000000
