Why don't you make the sending of a notification email a conditional processing step based on whether or not you gain data usage consent of the contact previously or on that form? If you don't have consent, I think it would be better to send no notification at all rather than a notification with nothing on it.

It's not enough to have the contact's opt-in. Sending contact data via an unencrypted email would violate GDRP. My fall back is to eliminate all form notifications but that would unfortunate. I would like to be able to eliminate all the contact"s personal information and just let the receiver know that a form was completed and which form it was. They could then go into Eloqua to see the details.

Settings-> Form Notification configurations-> build new customize form notification email.
Thank you - but I am the Eloqua Administrator and building a customized form notification email only lets you change the header and footer. It does not allow you to change or delete the contact data fields.
How many forms would you need to be doing this for? In any case, right now, I've pursued an alternative approach to this where all form submits are also mapped to a Custom Data Object set - with the unique ID set to nothing so that every submission would effectively create a new CDO record.
Upon "creation" of a CDO record, under custom data object data services, we've set it to send a "customized" email that only contains the necessary information. Depending on who you want to send the email to, we could either use a lookup table, or elements of program canvas to route it, but it would also work for one static email.
Let me know if this would help in the mean time, as I too am looking for a better alternative. Looking forward to hearing back.

Thanks for your suggestion! We would prefer to have a simple solution as our users aren't necessarily sophisticated enough to work with CDO's and conditional routing. We need to ensure that everything we do is GDRP compliant and we worry about anything that might allow a user to inadvertently mishandle customer data.
I have opened a service ticket with Oracle and will let you know what their solution is.
Any answer from Oracle?
