i have few questions regarding your issue.
1) do you need to modify entire URL or just the parameters of the URL?
2) Do you want to create Oracle form function ? or do you want to invoke from d2k form ?

1. We need to modify the entire URL. Basically the URL is based on the employee's payroll and bargaining unit which will be maintained in a UDT.
2. Oracle form function.

i think you need to create one form function with the type WWW (PL/SQL function) in that function you can modify that URL content dynamically.
and invoke that URL from PL/SQL code.
I don't think that's possible in R12? I think you'd need to create a .jsp file - a bit like the seeded gwy.jsp.
Your approach is effective, and it will definitely work, i have done the same in one of my assignment.
