Solution
(1) In the side of Forms/Reports, make sure that all your business logic, in the database e.g. packages, functions, ...etc
(2) Create your APEX application to connect to the database
(3) Build all your APEX pages and components from scratch.
Here is a good resource to know where to start

I hope that helps

The short answer is yes, The long one is it depends on what your forms look like and what they do.
We are able to create complex forms but you have to re code them and move your program units to the DB side in packages.

User492103-OC Jun 29, 2018 8:31 AM (in response to Mahmoud_Rabie)Thank you Mahmoud. So I will also be able to recreate my reports in APEX as well as the forms?

User492103-OC Jun 29, 2018 8:32 AM (in response to TinkerBoy)Hi Tinkerboy Some of our forms were written many years ago and are based on many different DB schema. We will probably end up having to reimplemmnet them from scratch. What are ye doing with your reports? Are ye moving onto APEX or straight to the more expensive BI Publisher (or another reporting tool)?

5. Re: Oracle Forms/Reports to APEX
Scott Wesley Jun 29, 2018 8:55 AM (in response to User492103-OC)Most certainly, you can take the SQL out of your reports and stick it straight into APEX, and then make it a little more interactive.
If you really wanted to, you can invoke your existing Oracle Reports from APEX, but you'll probably be paying for unnecessary server licensing.
It really depends on what you want out of your reports. Do you need to produce documents (PDFs etc?)
If so, then your main options are BI Publisher (Oracle) or APEX Office Print (3rd party)

Mahmoud_Rabie Jun 29, 2018 11:52 AM (in response to User492103-OC)I agree with Scott's suggestions.
In addition, if you have a budget, I would recommend converting your legacy Oracle Reports to Oracle BI Publisher Reports.

User492103-OC Jul 13, 2018 12:12 PM (in response to User492103-OC)Hi Scott/Mahmoud, Thanks for the response and sorry about not replying. Do any of you know if there are licensing implications with doing any of the above. Currently Oracle Reports are bundled for licensing with Internet Application Server EE or Web Logic Server Basic. Oracle Reports are now on a terminal release and the upgrade path is BIP. Can I convert my Oracle Reports to BI Publisher without incurring big Oracle License costs?

Mahmoud_Rabie Jul 13, 2018 12:27 PM (in response to User492103-OC)For me, I would recommend asking that question in BI Publisher forum
