As per documentation (https://docs.oracle.com/cd/E56133_01/latest/reference/overview/product-mapping.html ), the OTN distribution of PGX3.2.0 does not support the PG format.

Based on the other threads by mohanr.k, he is using Oracle Database 18c XE on Windows. So the incompatibility of the OTN releases of PGX is mainly on the facts it can't load a graph stored in the database.
More in general, the download page on OTN doesn't list Windows as "Supported platform".

As Gianni mentioned, the issue is that the OTN release does not include the loader you are trying to use, not really windows incompatibility.
If you don't mind "dirty" solutions:
Use your PGX 3.1.0 you have with the database to load the graph and store it on disk as PGB (a single file + the JSON config file to load it directly).
Install (unzip) PGX 19.1.0 (freshly released this morning) (or 3.2.0) and load the PGB file there to do your work in the PGX shell of 19.1.0 with all the new feature available.
Between 3.1.1 and 3.2.0 I did it few times and it worked great, but it's clearly not something you do other than for a test as it's really not a process you adopt for production or anything along that line.
If the new features can't go to your data (database), bring the data to the new features
Indeed, that would work for testing something you'd later deploy on a newer version of the database including a newer PGX version.
In general, always keep in mind that the OTN release of PGX can be used under the OTN license, so certainly not for any production use case.
