Do you get the same error if you don't use a password file?
If you can't run the batch from within FDMEE then there is probably not much point running it from command line.
If nothing is being logged to the process logs then check the FDMEE web application logs.

If you have multiple FDMEE web app deployments then you will need to check the logs in each of them
