No, and you shouldn't be logging in as that user either. That's the user ORDS uses to access REST enabled schemas for running the workload behind your RESTful Services. It's a proxy account to get to the real database users.

I have granted the schema user where the table receipt resides to ORD_PUBLIC_USER
alter user dev grant connect through ords_public_user;
I have rest enabled the schema and table via sqldeveloper.
I meant that apex is not installed. Why does the error message refer to APEX_PUBLIC_USER?
I have no such schema in the database only ORDS_PUBLIC_USER and ORDS_METADATA.

what is /ords/receipt?
I had missed the schema name. The path should be /ords/dev/receipt. My guess why the error message says APEX_PUBLIC_USER is that someone had installed apex and then removed it.
