as with every question on licensing, you should not trust the answers from the community but ask your Oracle sales representative.
To my understanding, basic functionality of OEM (no packs) is free of charge, as long as all the target you are managing with OEM are licensed.
The repository database does not require a database as long as it is used as the OEM repository database only.
Cloud Control is cost free as long as you have at least ONE Oracle product under support you want to monitor with Cloud Control. Can be an ODA, Linux, Database Software, Weblogic, Apps, …
But you should:
- Remove the access to ALL Management Packs explicitely, you don't have
- Be aware, that NOTIFYING (email, snmp) needs a diagnostics pack as well as Blackouts.
The following document describes very well and in detail, which packs allow what - so if you don't have them, you are not allowed to use these things.
Joerg has already referenced this - I've cited the ref. below. There is also a line in the 13.x EM documentation with the below, effectively that solong as you've an Oracle product licensed, you can then use the base install of EM to manage that or those licensed products:
"The base installation of Enterprise Manager Cloud Control 13c includes several features free of charge with the purchase of any Oracle software license or Support contract."
Oracle EM licensing introduction, which you've no doubt read:
In which it states: "You cannot use the options, packs, reports, licensed repository views, or Command Line Interface (CLI) verbs described in these chapters without the appropriate licenses". So while you install EM, you cannot start using the datamasking option or any other products unless you pay for these.
In the docs you suggested, I could not find clarification if the base install includes access to weblogic patches, any thoughts on this?
Cloud Control patching is typically the same cycle as the PSU (Patch Set Update) or as it's referred to now, RU (Release Updates).
So, per the current RU on the Oracle website (https://www.oracle.com/technetwork/topics/security/alerts-086861.html ), you can navigate to the Enterprise Manager patching, which will in turn link you to MyOracleSupport in order to download the specific patch / RU. Only the product binaries are available for public download. Any specific patches needed to be downloaded from the Oracle Software Portal or MOS.
The EM / Cloud Control patches typically mean that you'll need to patch your DB to the latest level, then any updates for Weblogic and any OMS specific patches.
Do we need a license to download and apply the weblogic patches for Cloud Control?
You will need a MOS account with your corresponding valid CSI to access the portal, so yes.
For Cloud Control, you are typically downloading it *already having* licensed Oracle products on site, or evaluating for a paid for product.
Same as per the RDBMS etc. Products are available via the normal portal, but any bug fixes are via MOS / Software portal.
