This command will work with you:
set newname for datafile 11 to 'D:\APP\ORCL\VIRTUAL\ORADATA\ORACLE\PDB1\USERS01.DBF';
restore datafile 11;
switch datafile 11;
recover datafile 11;
switch command will update the controlfile location of the newly restored data file (in a new location)....please try it.
If you need to restore a dropped tablespace then you need to restore the appropriate controlfile first. Without a record of the tablespace in the controlfile, RMAN has no reference.
