For SiteMinder, you need to order OHDCS (Oracle Hospitality Distribution Connector to Third-Party Channel Managers Cloud Service). Please note that the OHDCS is a SaaS service monthly charged unlike the OXI.

If you have two separate vendor systems to connect via OHDCS, that ultimately means you need to acquire two separate subscriptions for Oracle Hospitality Distribution Connector to Third-Party Channel Managers Cloud Service.
You only need to subscribe to OHDCS once, regardsless of how many connections you would have. The OXI between OHDCS and Opera is an internal ifc, hence FOC.
Siteminder ADS connection setup is included in the subscription for OHDCS, but remember to quote the OXI install hours.
Fastbooking is typically setup as an OXI with no connection via OHDCS, but direct to Opera. This OXI is not internal, and would then need to be quoted both license and setup. It would be unnecessary to add OHDCS + SIteminder in between Fastbooking and Opera.

From Opera V5.5+, Siteminder (OPX_SITEMINDER) can be set as OXI with direct connection to Opera PMS.
