When taking a look at your question, it appears it relates to MySQL. Unfortunately, this is one product area that we do not have a designated MOSC subspace for. Therefore, I encourage you to move your question into our sister community, Oracle Groundbreakers, the MySQL Community Space. I apologize for this inconvenience.

In MySQL 5.7.x you are not allowed to change the primary like that (the udf is only available in MySQL 8.0 IIRC. (see https://lefred.be/content/mysql-group-replication-what-are-those-udfs/ )
If you want to modify the primary member, you will have to provide him a high weight (https://dev.mysql.com/doc/refman/5.7/en/group-replication-options.html#sysvar_group_replication_member_weight ) and then stop the current primary. That will trigger a new election and your node is online and part of the cluster will be elected as the new Primary Master
