How is ILM licensed? Is it available to use with all editions of the database and can you use it against older versions of the database (particularly 9iR2 Enterprise Ed.)

The ILM Assistant license is the one that you accept before the download can begin. Its really for Enterprise Edition users because that is where most of the functioniality which it requires is available.

If you do not have the partitioning option, then you can use the ILM Assistant to simulate the effect of partitioning on your tables because it does not actual implement partitioning.

Its supported on versions of Oracle from 9i upwards although not all functionality will be available.
