Sorry - didn't mean to disappear! This got pushed to the back of the queue for a couple of weeks.
It's at the latest patch set ("OBI BUNDLE PATCH 126.96.36.199.200114") and running on Red Hat 7.6.
It was an out of place migration from 188.8.131.52. App role is Service Administrator with no policy changes that I'm aware of.
Have you made sure that your catalog is really and properly upgraded? By using runcat.sh and then upgradecatalog? Also by going to the Administration menu and using "Scan and Update Catalog Objects That Require Updates"?
Does this happen only for migrated objects or also objects which you create from scratch?
Have you already tried stopping OBIPS, renaming the catalog on the file sytem, restating OBIPS (will create a blank catalog) and then trying it? Pure catalog test.
Have you already tried backing up your environment's BAR and replacing it with a SampleApp BAR? Test of catalog, RPD and security.

I've tried, and just retried, running the upgrade and that doesn't help. And yes it's affecting new dashboards as well as migrated ones.
I'll try a new clean catalog now.
Ok do that. Because a clean catalog and/or a clean BAR will tell you where things are pointing to in terms of the source of the issue.
Are you sure that proper permissions are there ?
Recently oracle released this document about the same issue, you may ignore it if it is another issue.
Login to OBIEE 184.108.40.206 Analytics and navigate to Administration -> Manage Privileges (under Security) --> Search for 'Can Create Link Objects' under Dashboards,
and add 'BI Consumer' role Or 'BI Service Administrator' role to it. By default it will have "BIAuthor" role.
