Lucky for you. When I downloaded the software there was no setup file installed. I have Windows 8. My employer was trying to decide whether to use Oracle or SAP. I am ordering him to use SAP.
That sounds like your Anti Virus might have stripped the EXE out of the zip.
On Windows 10 Home, the "rolling back" problem has disappeared for me after I activate the Administrator account has suggested by DanielM08XE.
He suggested to close any session, log as admin and install.
I did not : I have only activated Administrator account, I remained logged with my FirstName account and was able to install succesfully.

Issue was the Windows Firewall is asking permission for javaw.exe during the installation (most probably the phase of creation the listener) and if you are not logged in as Administrator , you will not even be able to see that popup. Before logging in with administrator , one of my (many many many)tries was to disable Windows Firewall, as well as AVG but id didn't cut it , obviously. So use lusrmgr.msc enable Administrator account , and login with administrator (didn't try just activate it and use your "name" account") . You will see the point where roll back starts and makes you mad , now is the moment that Windows Firewall permission screen pops up and if you allow it then you are good to go. I've spent my all day literally. There is a 55.000 lines installation log file, gives you nothing.
